How can I change the sample type from mono audio to stereo? And from stereo to mono it is easy.

Hi,

We're not certain, you could try using the Chorus effect with “Add Binaural Cues” enabled, or apply a slight delay to one channel with the Delay effect. Additionally, you can try VST plugins such as Voxengo Spatifier to simulate a stereo effect.

If I want to process a clip from a multitrack, it doesn't work, but if it works by importing an audio file, what is the problem? I want to do it from a multitrack track.

Many methods and techniques to do this.
This will not sound natural but it's a rough easy way that would work for simple cases. You cant just emulate true stereo, you will have to similate it to have it sound more realistic.

Easiest is probably downloading audacity, right click the mono channel> duplicate, then slightly nudge(delay) the new layer to avoid phase cancellation.  Also inverse the phase(should be in the effect menu). 
Look into Izotope RX or tools from tbproaudiol, I know they have a few tools that would help. If you are willing to spend some cash, Stereoizer Elements by NUGEN Audio can do this. You can also check for free tools here:
